Dave GomelDavid Gomel, PhD, CADC

President and CEO, Rosecrance Health Network

David Gomel is President and CEO of Rosecrance Health Network. He has more than 26 years in the behavioral health field with both clinical and administrative experience. Gomel holds a doctorate of philosophy in public policy and administration with an emphasis in nonprofit administration, a master of science degree in health service administration, and a bachelor’s degree in psychology. Gomel serves on a number of local, state and national behavioral health committees, nonprofit boards, and trade organizations, and he is the immediate past chair of the Illinois Association for Behavioral Health. Gomel is an active member of the Rockford community, volunteering with many charitable and athletic organizations. He joined Rosecrance in 1993.


Anne Boccignone, MBA

Anne Boccignone oversees the activities of The Rosecrance Foundation and communications and branding strategies for Rosecrance Health Network. She hails from Beloit, Wisconsin, and has nearly 25 years of experience in private, public and nonprofit sector marketing and communications. Prior to joining Rosecrance, Boccignone spent more than a decade working in the advertising industry in Minneapolis and then as a brand strategist for a strategic communications firm in Illinois. She received her Bachelor of Arts from University of Wisconsin – Madison and an MBA from University of St. Thomas, in St. Paul, MN. Boccignone serves on several local non-profit arts and service organizations; she joined Rosecrance in 2014.


Ann Bown, BA

Liaison to the Boards of Directors and Foundation

Ann Bown is the Liaison to the Rosecrance Board of Directors and the Rosecrance Foundation. Ann works closely with the CEO and Foundation Executive Director to maintain a critical connection between board members and the organization. She is responsible for developing and implementing a board engagement to ensure ongoing leadership of more than 75 Rosecrance board members. Ann provides governance and administrative guidance to support the Boards, and its committees. She has 25 years of experience with the organization and serves on several community nonprofit boards and committees.


Carlene Cardosi, MSW, LCSW, CADC

Carlene CardosiRegional President, Rosecrance, Inc.

Carlene Cardosi is Regional President of Rosecrance, Inc. a subsidiary of the Rosecrance Health Network. Carlene has been with Rosecrance since 2008. She has worked at both the adolescent and adult residential substance abuse treatment centers in Rockford. Carlene started as an intern working with adolescent girls at the Griffin Williamson Campus, and she has worked her way up through various positions across the organization. After her internship she worked as a primary counselor with the girls and then as a unit coordinator with the boys. She was then given the opportunity to supervise the women’s programming at the Harrison Campus for adults. In 2015 she was promoted to Assistant Administrator at the Harrison Campus, where she took on a leadership role mentoring coordinators and other staff. In 2017 she was promoted to Clinical Director of Residential Services, where she developed programs for both adolescents and adults. In 2018 she was promoted to Regional Administrator, and she oversaw services in Milwaukee, McHenry County, Des Plaines, and Chicago. Most recently, Cardosi served as Vice President of Residential Services, and she supervised Rosecrance’s Griffin Williamson and Harrison campuses in Rockford and the Lakeview facility in Chicago.


Sally Draper, BA

Senior Vice President and Executive Director of The Rosecrance Foundation

Sally Draper is Senior Vice President and Executive Director of The Rosecrance Foundation. She is a Princeton University alumna with more than 20 years of experience in relationship development, major gifts, strategic planning, and operations. She is a longtime Chicago resident, with previous nonprofit leadership experience with the American Lung Association, Alzheimer’s Association, YMCA of the USA, and Boys & Girls Clubs of America.


Julie Enockson, MBA

Regional President, Rosecrance Jackson Centers

Julie Enockson is the Regional President at Rosecrance Jackson Centers. Julie has more than 20 years of experience in financial management. She received her MBA with a specialization in Finance from Bellevue University, and attained her undergraduate degree in Accounting from Briar Cliff College in Sioux City, IA. She is also a member of the Healthcare Financial Management Association.


Kelly Epperson, JD

Kelly Epperson

Senior Vice President and General Counsel

Kelly Epperson is the first-ever in-house General Counsel for Rosecrance. She has extensive experience representing physicians, hospitals and behavioral health providers. Epperson provides comprehensive legal services to Rosecrance, including directing corporate activities to protect Rosecrance’s legal interests; assisting with global join ventures, strategic partnership deals, and mergers and acquisitions; analyzing novel legal issues that uniquely impact behavioral healthcare providers; researching and influencing legislative changes at the state and federal levels; working to minimize legal exposure while maximizing legal rights; and positioning Rosecrance to be a legally sound not-for-profit so it can continue to fulfill its mission. Epperson is a 2008 graduate of the Northern Illinois University College of Law, where she was Symposium Editor of the Law Review and received the Outstanding Woman Student Award. Prior to law school, she received a bachelor’s degree in east Asian studies, economics and history from the University of Wisconsin at Madison.


Kristin Hamblock, MBA SHRM-SCP

Senior Vice President of Human Resources

Kristin Hamblock

Kristin Hamblock is the Senior Vice President of Human Resources for Rosecrance Health Network. Since joining Rosecrance in 2010, Kristin has streamlined and improved the employee experience to solidify Rosecrance as the Employer of Choice. Kristin has a master of business administration and a bachelor’s degree in psychology from Northern Illinois University. Kristin holds the Senior Certified Professional designation from the Society for Human Resource Management (SHRM). Kristin is pursuing her Ph.D. in management with a focus on Leadership and organizational change. Kristin focuses on philanthropic work in the community and throughout the region by actively volunteering and serving on numerous non-profit boards. Kristin has been awarded the Workforce Game Changer Award in 2017 and the YWCA Women of Achievement Award in the Promise Category in 2019.


Natalia Mayer, BASc

Executive Assistant to the President and CEO

Natalia Mayer is the Executive Assistant to the President/CEO for Rosecrance Health Network. She communicates directly and on behalf of the CEO and with the Rosecrance executive team and others on matters related to the CEO’s initiatives. She manages special projects and provides leadership for all Rosecrance support staff in establishing office practice standards. She holds a bachelor’s degree in pre-medicine and a minor in psychology from MacMurray College, as well as an executive assistant certification, and has more than 14 years of experience working as an executive assistant. Mayer is originally from Chile and is trilingual (Spanish, English, Italian) and very active in the Rockford community.


Michael Vick, MBA, CPA

Senior Vice President and Chief Financial Officer

Michael Vick has executive responsibility for Rosecrance’s finance, facilities, and information technology departments. He has over 30 years of experience, with the past 15 in healthcare leadership. Vick is a certified public accountant with a bachelor’s degree in accounting from DePaul University and a master’s in business administration from the Lake Forest Graduate School of Management.


Janis Waddell, MS, CSADC

Janis Waddell oversees all local, regional and national marketing efforts for the organization, including working with private and public-sector referral sources. She has more than 30 years’ experience in the addictions field, including 10 years of providing direct clinical services to adolescents. She earned her bachelor’s degree in education from Western Illinois University and a master’s degree in counseling/education from Northern Illinois University. Waddell’s areas of expertise include behavioral healthcare marketing, insurance managed care contracting, adolescent and adult substance abuse treatment, and current trends. She joined Rosecrance in 1984.


Thomas Wright, MD, Addictionologist

Dr. Thomas Wright oversees all medical operations for Rosecrance. He specializes in working with adolescents who have a co-existing or secondary diagnosis in addition to an addiction disorder. He has more than 20 years’ experience in the field and is certified as a child and adolescent psychiatrist by the American Board of Psychiatry and Neurology. Dr. Wright is also certified in addiction medicine by the American Society of Addiction Medicine. He served on the faculty at Northwestern Medical College in Chicago and at The University of Illinois College of Medicine at Chicago and Rockford. Dr. Wright is a regular conference presenter and has been recognized as a medical educator and leader in the field of child and adolescent psychiatry. Dr. Wright received the Clinician of the Year award for clinical excellence from Addiction Professional in 2015. He joined Rosecrance in 2005.
